COPR Expired/ Parents sponsership

My parents received confirmation of permanent residence which is valid until October 23, 2022, however, my father was diagnosed with GBS (Guillain-Barré syndrome) which is an auto-immune disorder, as a result of this it damaged the nerves and caused muscle weakness. So currently my father is unable to walk without support and is going through treatment. The doctor advised to avoid unnecessary travel and as per the doctor, it will take at least 8-12 months to fully recover. As per the IRCC website, you have to enter Canada before COPR expires which is expiring on October 23, 2022, but because of this medical condition, my parents won't be able to travel before COPR expires so would like to know if there is a way to extend the validity of COPR and permanent resident visa.

I already submitted the web form, it's been over 1.5 months and I haven't received any response.

I am not sure if this will answer your question but this is usually one of the PR app documents (can't remember which). You may just have to wait for a reply from IRCC to know for sure if you can be exempt from the below.

"You must travel to Canada and present your immigration documents at a Canadian Port of
Entry before they expire. The validity of the Permanent Resident documents cannot be
extended. If you fail to enter Canada before this date and still wish to immigrate to Canada,
you must reapply by submitting a new application and paying new processing fees. All such
applications will be assessed according to the immigration laws in force at the time of receipt
of the application. There is no guarantee a future application would be successful"

You should assume there is going to be no way to extend. If he doesn't land by the COPR expiration date, then assume you'll need to responsor him from scratch (i.e. enter the lottery again, be selected again, etc.). COPRs are "use it or lose it". Rules were a bit different under COVID during travel restrictions. But there are no more travel restrictions now so you should assume the normal rules apply.

Is your father the primary applicant or your mother?

I agree with others that you should assume they won't extend - but there is the possibility they will.

Note though - they might also (and logically) require another medical examination, and how they might evaluate the medical condition would be a big question.

You are absolutely right and this thought did cross my mind because technically they are not yet PR until they land so, a medical reevaluation might be needed which will indirectly grant them the extension they are requiring but on the other hand the question is how long it will take for IRCC to reevaluate and if the reevaluation will be successful.

You should assume there is going to be no way to extend. Web responses are damn slow, I heard they are taking over 3 months to respond.
Do you all think that personally visiting the VFS office in India would help to get an idea of whether they will consider extending COPR or no?

Web responses are slow. Your case is not urgent - because expires in October and you say they can't travel anyway.

VFS cannot tell you anything - they do not make decisions on this, they just do logistical stuff. The visa office will not meet with you.

I personally don't think VFS office will be helpful. Per my understanding they have no power to make decisions. I think the best way to contact them is the webform and you are over 4months away from your expiration date so I do not believe it will be considered urgent.

Also you already have COPR so your case is somewhat considered "finished" it has probably moved to a different department "awaiting landing" so things will be slow. IRCC probably believes you have/had alot of time to land.

It sucks but the best bet might be to wait and if you don't hear anything after maybe couple of months submit another webform.

Ps- Sorry about your father's condition, wishing him good health and speedy recovery.

VFS can't help you. No point visiting them.

You have to wait for the response from IRCC to the webform.

You should assume they will tell you that extending won't be possible. If they agree to the extension, your parents will most likely need to re-do the medical.

You are required to report any changes in applicants health if there are any before someone’s lands as a PR. Assume you mentioned that your father had contracted GB and so a remedial should be ordered just on that basis. Many things are not covered in the Canadian medical system so his care/medical equipment and so you will need to consider the potential cost of his treatment in Canada and the disruption in his care if he arrives as a new patient. It can take a very long time to get into see a specialist.

Your application will NOT be automatically refused on this date. If you do not land by 2022/10/23, please contact us when you are able to travel and your request for an extension will be considered then.

Does that mean we won't have to start the application from scratch if we don't land before the expiry date and when my parents are ready to travel, would they issue a new COPR?

It means there's no guarantee what will happen but that your application won't be automatically refused. Basically if they don't land by that date, you'll contact IRCC and IRCC will then consider your request for an extension. The language of this response does not guarantee an extension.

You are also required to update any significant changes in health. Assume you mentioned this during the email request. You should be receiving a response soon if you emailed IRCC over a month ago.
