To be clear, if you want your spouse to qualify for an OWP (open work permit), you must both move to Canada and then submit an inland spousal sponsorship application together with the OWP application. Right now it's taking around 8 months for OWPs to be processed after the complete application package is received.

Yups, I was aware that there is no OWP for Outland applications.
One final question. Let's say I apply for my wife's Outland PR application. She does have a Canadian Tourist Visa. Can she visit Canada while her application is in process.
She needs to be living in Canada if she is applying inland. Short trips outside of Canada are fine (i.e. few weeks). But leaving for several months will put definitely put the application at risk of refusal. So the short answer to your question is no. Also be aware that it's generally taking 8 months to get the OWP approved right now from the time the application is received.
Then why don't you apply outland. It doesn't even look like she is going to use her OWP for work anyway. (plan to leave for a few months after getting OWP)
