A friend of mine got PPA and Background checks and Eligibility were yet to get started.
Now he got Passport request and that same day background checks and eligibility were Ok.

I believe this is typical or at least not uncommon, that parts can say 'not started' (sometimes even being switched from in progress back to not started at some points) up and until the day the actual passport request is issued.

Yes, it doesn't seem to make sense - 'not started' does not mean that - but it is what it is. (Probalby the underlying issue is that 'not started' is just a database flag that means something else and is tripped / switched differently than was originally intended to be used)

That really sucks. I got pre-arrival this month. And the same thing is happening - no updates on gc key or new portal about background check. It still says your application is in process...
Have you reached out to your MP? We are approaching the 1 year mark next month.

fck... changes the timeline to 10 months now, I reached out but they also only provide status update only

I was told basically the same thing that is shown on the portal by the MP office.
Keep at it, try to get status updates as often as you can to put pressure on them since the one year mark is near.

We submitted additional documents required by Delhi immigration last month for eligibility
Still there is no reply from them no status update as of now
Can anyone guide how much time it takes for them to verify documents?

sure, i got last update from mp office in feb. Emailed them today also lets see if something happens

Yes .. but they asked my pcc from canada as i was there for study as well few years back

They don't reply !! If you sent it online it should say on your ecas that you submitted some enquiry
