The lockdown due to uprising COVID cases, which in turn reducing the number of Visa officers. I guess!

In my opinion, I think they are now working on giving AIP to students who have sent Jan LoA and those having an incomplete profile, such as Medicals, Biometrics etc, They'll probably give AIP out in Bulk numbers to shut them up for a while, on the other hand they could prioritize others who have deferred to May or Sept 2021 and give them Final Decisions.

I guess, because of large number's of covid-19 cases.
If they're so concerned about COVID then they should do what New Zealand has done - just shut off all visas. NZ hasn't been giving out student visas (with some exceptions) for some time now and they make it very transparent on their website:

AIP is the absolute worst thing ever for an international student - you still have the possibility of a rejection but you can't get a refund from your college if your visa is rejected because you're already studying...
