I agree with Shahi and PMM. Your PCC is not useful while applying for CSQ. You will only need it for federal and should not be older than 3 months.
Normal procedure:
1. Get your CSQ with MICC (application should be send to Quebec). It may take 1 month to a year depending on how well you organize your documents, answering the questions and your French level.
2. Quebec will send you two copies of CSQ: one to use with federal application and marked Immigration, you should keep the other one with you (could be required by Quebec authorities for school, SIN and health insurance).
3. Before submitting application to federal, make sure that you have your FBI and police clearance from all the countries that you have been for at least 6 months.
4. If your papers are in order, federal will send you section A of your medical (your DMP should have other sections).
5. Make appointment with your DMP and do your medical (do not ask for a copy of your medical since the Dr. is not supposed to give it to you).
6. The clinic or the Dr. will send your medical to Ottawa who will look at it and contact you if there is a problem. If not, Ottawa will contact your local visa office and give them the information. During all this time, your e-cas status will be “In process”.
7. The immigration officer that is in charge of your application will notify you through your e-cas and under In process: medical results have been received.
8. If you are lucky the same day you will get your PPR.
9. Just before you get your visa or shortly after your e-cas will go from In process to decision has been made
10. After landing, e-cas will be updated to finalize or case has been finalized.
Note: sometimes, there are a lot of frustrations between Applying for CSQ and case has been finalized (waiting period). To avoid this, I would suggest you to plan your next 2 years with a lot of funs. Be positive but do not sit back thinking that you will get your visa (PR) in 2 months. I am not saying that it is impossible since I do believe in miracles but...
