@ beauhoe, thanks for the very detailed reply. However, i will really appreciate if you clear out this point: MICC has dated the first page, which mean that no matter when you submit your federal, CIC is going to consider your application from that stamped date (that may save you weeks or months on the total waiting length). Will the BIQ send the photocopy tht i sent for CSQ application to my visa office. I didn't quite understand when do MICC stamp the form. I got a memo and a copy of the financial contract (stamped) with my CSQ and nothing else.

No, When i submitted my CSQ application, i photocopied the IMM008 form and sent it. The one I have with me is not dated....

Okay, normally MICC dated the original Imm 0008 but since you don't have the date you can simply download a new one on internet fill it out and send it to CIC.
My was dated.

Do you want to apply for CSQ? If so I would suggest that you visit this link: http://www.form.services.micc.gouv.qc.ca/epi/controler.jsp?languageCode=en
It will tell you whether you are qualify or not. I am sure that other guys will tell you what it the best answer to your concern.
