I have received my CSQ from HongKong visa office in July 2010 and applied for the PR 06th September 2010 to the Beijing Embassy. I am expecting the FN next week.
From now on I will be sharing my experience in case it may help someone.

My timeline as follow
17th March 2010 Send application to HongKong
26th March 2010 Received letter for the FN
15th April 2010 Received letter requesting additional information for the field of study
10th June 2010 Send more detailed documents
7th July 2010 Received letter with CSQ for me & my family ( no interview)
6th Sept 2010 Send PR application to Beijing
XX Oct 2010 Expecting letter for FN/MD/PP request
I would suggest to be very careful when sending application ( check and double check each file/each line of documents) and be as much detailed as possible in every aspect of the documents you are sending. For example don't just send diploma /transcripts for education send also the official courses content.

jits1000, for your CSQ application, did you have to provide proof of French Language proficiency in your initial application on Apr/2009? Did you submit TEF, TEFaQ scores?

Also, did you have to submit IELTS scores to prove English Language proficiency?

I wanted to know if you submitted high school diploma and transcripts with your initial application to BIQ Hong kong? Also, to get your opinion if it is neccessary for someone with a masters degree to submit the high school diploma and transcripts?

Yes I submitted as requested my high school diploma and transcripts (I didn't manage to get the transcripts for all the years) even though I have a Master Degree. Here I should note whatever document is asked if you couldn't provide it please write an explanation letter to tell them the why, never leave any questions unanswered. Be in the shoes of the examiner when preparing the documents/application.

Yes I am fluent in both French/English and I provide all the documents to demonstrate it. My point is if you say that A+B=C then don't stop there you have to show with all supporting informations/documents that A+B=C.
