Right but my point is, either way an inland applicant in most cases needs to apply for some kind of status extension. Logically it seems to be the easiest/cheapest is via the OWP, since it only needs to be done once and will cover until end of inland processing (up to 18 months later).

If one applied for a visitor status extension instead of OWP, it may be good for 6 or 12 months, after which time they would need to apply for yet another extension and pay more fees if it expires before PR is approved.

You do run the risk of having to reapply for another extension under the study or visitor visa. But with the inland application timeline going way beyond 12 months nowadays, the 12 month visitor extension is not even enough time. Would makes sense to apply for OWP now instead of visitor extension.

Unfortunately those under study visa have no choice but to apply for study extensions as OWP approval would remove their ability to continue their studies once approved.

At the time of our PR submittal, the total timeline was about 12 months, it made more economic sense (cheaper) to apply for 12 month visitor extension.

The total time my wife in Canada as a visitor was just a little over 12 months. The 6 month initial visitor permit along with the 12 month extension provided (18 months total) plenty of status for her PR allotted time (10 months)

If we were to apply for inland PR now, submitting OWP would makes more economic sense due to covering longer PR inland timeline period.
