Have you been informed of an approval of your application for your spousal PR and are just waiting for the COPR or have you just applied for Permanent Residence. If its the former then you can wait it out until COPR comes, secure a landing interview appointment, become a PR and then you don’t need an OWP. But if you have applied right just now you don’t need to wait until AIP if you have a valid status in Canada right now. You can send in your OWP application (you should have sent it with the application though). It usually takes 4 months to get it.
You don't have to apply and there likely is no point. You should be a PR long before the OWP is approved.
