Hi,
I am currently working on my PGWP in IBM on a permanent job offer. My work permit is expiring in February 28 2019 is there any way to extend my stay in Canada . I dont know my company will give me an LMIA.
 
You cannot extend the PGWP itself.

You could apply for a closed work permit if your employer is willing to obtain an approved LMIA.

If you qualify for PR, are selected, submit your application and it's accepted - you might also qualify for a bridging open work permit.

Can i study my wife and can be dependent on her and apply for spouse open work permit.
she is here in Canada with me.
also i want to know that i am getting 450 cutoff after February 6 and my visa is getting expired in 28 feb so i can apply for bridge work permit.

My best suggestions would be that you talk to your company to see the possibility to get and LMIA and that way possibly being candidate to apply for PR through EE.
If that’s not an option, yes your wife can apply for a study permit and if it is approved you will be able to apply for an open work permit. I just advise to do it ASAP, before your PGWP expires.
If you’re visa will expire it isn’t a problem as long as you don’t have to leave Canada and then coming back.
