For what i am saying you guys just stressing your self! I am just saying to relax because you cant you do anything to make your paper fast. with all due respect we all have jobs here and we have certain liabilities to fulfill. It is not about being busy, it is about keeping everything in line so one thing does not conflict with other. The time frame is different for different applications in different countries. And if you are satisfied, it might be ok with us but you want us to wait 26 week, made no sense to me. I am not being angry but could not agree with this thought of yous that since in Philippines people have to wait 26 weeks, we should do the same. I would strongly advise you come in here, since you don't seems to be in hurry to be in Canada and go through all the hurdles that we had to. Meaning dealing with you sponsoror, Iqama, Iqama renewal, passport, passport renewal, sponsoror not cooperating with you, not being able to get the documents on time and the dead lines that you have already given to your current employers. I wish you good luck and would expect you being a little more reasonable next time you address us.
The question you posted shows a little frustration just like us. Why don't you wait and see what happens. Your question contradicts your thoughts about us. But joking apart, the answer to your question according to my knowledge is that your application is totally dependent on the discretion of the officer, he could could do this, or that or both. We can say it is not normal, but one should except this kind of things from embassy and especially from immigration department. Good luck to your friend.
