I don't think any agency exists. They're all in it for money, no one will do it for free unless they are recruiting executive level positions in which they get paid by the company itself. Besides agencies are illegal and if you go through an agency and get caught by the embassy you could be blacklisted.

Are you in Canada? Why don't you sponsor her as a common law?
