No this is not correct. You can submit your profiile after 11 months and IRCC will count you as CEC eligible. You have 45 days to submit the documents. so you can submit once your 1 year is complete
many ppl have done this.
But when proceeding the application, they will check the hours and days, so the officer has a very right to refuse as the applicant was ineligible when creating his or her profile. If they accept it, we know that by law they don't need to. Many doesn't mean all, I guess.

When you create the application- the applicant doesn’t choose if he /she is cec eligible
The tool calculates that based on the job start dates
So if u create ur profile on the 11th month the tool itself shows u cec eligible
The documentation is only provided once u accept the ITA - so yes then u provide the docs it should be 1 year of experience

but this does not mean you need to create a profile only after completing 1 year

I understood what you were saying. I mean that the officer still have a right to refuse even tho at the point they are working our application we have more than a year. The reason would be the lack of hours when creating express entry profile as the law requires to have enough 12 months, 52 weeks, 1560 hours to be eligible to open a profile. The 11 months thing on the system is just the technology thing that we usually take advantage.
But you are right, USUALLY the officer would accept that deal, but not always you know. I would wait a couple days for my own safety :D

Well if you prior exp you can still create a profile - correct
You don’t decide if it’s cec eligible or not the portal decides if you are eligible for fsw / cec

The eligibility after just 11 months is more like a bug of the automatic system, idk. When a real person (officer) looks into that, they may question, and there is still 0.1% they won't accept. That all what I meant.
Because if the officer consider that it is unfair for a person who got 1 year or more and didn't get the ITA due to one with a higher score in the pool with just 11 months (given both opened the profile at the same time), they may think about declining the 11-month profile. But again, very low percentage that would happen cuz, like you, I know there are many opened profile after 11 months of work

Well you can be right if the person does not have any outside canada experience- then yes the profile should not be created

If you have outside canada experience you are eligible for fsw and that’s what you are doing
The profile is not created for cec alone - you may be eligible for cec if you have work exp in canada

I worked on NOC B job for whole time .
Neither can be counted per IRCC's rules. You can only count the time worked from the date you submitted your PGWP towards the one year Canadian work experience requirement. It's very surprising that you know several people who did this and were approved. Are you 100 percent sure of these details?
