Hi, when you file your initial application for refugee protection, you showed that your intension of permanent stay. By showing this interest, CIC will issue departure order on you. But this diparture order becomes not in effect if your refugee claim accepted as a refugee claimant.
Bu saying this, your refugee claim process is not completed and you did not meet CIC officer or file PIF. In my understanding, CIC officer at the office where you sent your application will issue a departure order on you. This departure order information will be saved on your file and passport number. Any future visa may effected by this.

Can you contact the visa office where you sent your application in Canada and get some more information from them? This will be the safest way to have clear information.
Hope the best for you

The visa Officer at your homeland want to be sure you are safe and actually want to withdraw your application. Once this is done, your withdraw will be approved.

I think based on my limited experience, you should do that. This is better than just ignoring them. You may prepare a page letter that why you draw your application, you may include the misguiding at the begging.

CIC need to close this file. They cannot keep the application at the local VO without taking action.

As CIC have your information and the initial application, they will attempt to get your withdraw signature, If you ignoring them, they will proceed with departure and removal order process which will have more negative impact on your future applications.
Hope the best
