Manitoba Support is one way for skilled workers who are not employed in Manitoba to demonstrate they have the connection to Manitoba that is required of all applicants to the Manitoba Provincial Nominee Program (MPNP).
Manitoba Support is your connection; to be eligible for the MPNP you must demonstrate you can be assessed sufficient points for language, employability, education, age and adaptability according to the MPNP Self-assessment Worksheet.
A Manitoba Supporter is an established resident of the province who is a friend or relative of the applicant and is willing and able to review and endorse the applicant's plan for settling and finding employment in their destination community.
All applicants submit a Settlement Plan in MPNP Online. But only those applying with the connection of Manitoba Support must also use Settlement Plan Part 2, which is a PDF form that MPNP Online sends by email to the applicant's Manitoba Supporter.
A Manitoba Supporter must be the applicant's close relative or friend/distant relative, and must be:
able to provide documents proving they reside and are established in Manitoba and have been living in the province continuously for at least one year (ex: copy of Manitoba Health Card)
a Canadian citizen or permanent resident (ex: copy of Permanent Resident Card)
able to demonstrate sufficiently close ties to the applicant and to Manitoba
able to demonstrate that any applications they previously supported resulted in successful, permanent economic establishment in Manitoba
able to support the applicant's Settlement Plan
In addition, if the supporter is a friend or distant relative they must not be currently supporting the settlement of another MPNP applicant, nominee or person under another Canadian immigration program. (This condition applies to the supporter's household. Ex: If you are supporting an application, your spouse cannot be the supporter of another application.)
A close relative may support the application of more than one skilled worker at a time − provided the supporter satisfactorily demonstrates the ability to do so.
For a close relative, both the applicant and his or her Manitoba Supporter must provide documents proving their familial relationship (ex: applicant uploads identity documents in MPNP Online; supporter includes identity documents when completing the separate Settlement Plan Part 2 form).
Finally, your supporter cannot be, and the MPNP will not accept a Settlement Plan Part 2 signed by:
a paid immigration representative
anyone who is not a demonstrated relative or friend of the applicant or the applicant's spouse
any Canadian elected official or his/her staff
Note: Applicants with a Manitoba Supporter should use that person and his/her address as their local contact for correspondence during the application process so s/he is authorized to discuss your application with the MPNP.
What is a Settlement Plan? In their Settlement Plan, applicants explain their intention, ability and plan to establish their work and family life in Manitoba. In Part 2, the Manitoba Supporter explains how s/he will help the applicant achieve those stated short and long-term settlement goals (ex: assisting the applicant in achieving his or her goal of becoming licensed to work in an occupation that is regulated in Manitoba).
Important: The Manitoba Provincial Nominee Program is NOT a sponsorship program. Because the MPNP is a labour market-driven, economic immigration program, all applicants must be employable and adaptable skilled workers with job-ready English, sufficient settlement funds and the genuine intention and ability to economically establish in Manitoba as permanent residents.
Familial relationships
To be considered a close relative, a Manitoba Supporter must be related to the applicant (or the applicant's spouse) in one of the following ways:
sister or brother
niece or nephew (ie. child of your sister or brother)
aunt or uncle (ie. brother or sister of your mother or father)
first cousin (ie. child of your aunt or uncle)
mother or father
grandmother or grandfather
Both applicant and supporter must provide documents proving their familial relationship.
Can children support parents? No. Children living in Manitoba cannot serve as Manitoba Supporter for their parents' MPNP application. Instead, visit CIC > Sponsor your parents and grandparents.
