I received LOR since i have a relationship with different province? I tried to convince them on phone saying that I want to stay in manitoba itself..

1. how to apply for letter of approval . should i send a complete application with my ielts result to get letter of approval.
3. Is it compulsary to apply online (as i understand from winnipeg immigration website, no forms available for download) or can i apply through hard copy application.
4. from where can i get forms for my initial application.
