Will processing time be shorter for applicant from visa-exempt country?

Dear seniors, may I seek your kind guidance here....

I am the principal applicant and my husband and I are from visa-exempt country. May I know if there are any difference regarding to the processing time and status changes between visa-exempt country and not? The reason why question is raised is because we resides in Singapore and most probably our case will be allocated to SGVO office which is notorious slow. So I would like to check with you for visa-exempt country applicant, will our processing time be shorter and can be directly handled by Ontario CIC office instead of SGVO?

IMO -

1. Medicals, R10 & A11.2 are done at Ottawa office
2. Background check is taken care by local visa office (in your case SGVO), so it will run its course as per current timeline.
