I am little worried for my visa application.
I have few questions. Does the Canada High commission keep track of refusal records of an individual ?
Last year in April 2014 i had refusal on work permit.
This year i have opted for a study course and soon will apply student visa.
Will they have a record of last years refusal. ??
Will it affect my student visa by any means. ??
 
Yes - of course they keep track of refusals. You must mention your refusal in your study permit application when you apply.
 
But would it affect my Visa application by any means.. I had refusal for below reason :

The visa offers were not satisfied with the Immigration and Refugee protection act for the below reason:

"You have not demonstrated that you come within exceptions under the section 186 of the regulation exempting you from requirement to obtain a work permit or that your employment in Canada comes within the exceptions to section 203 of the regulations. As a result your offer of employment must be subject of an economic effect determination before a work permit can be issued to you.Your employeer in canada should contact the local office of department of Human resource and skill development to begin this process."

This refusal reason was present and they suggested me to reapply when i have significant new information to submit.

So as per suggestions, i should reveal my refusal ?? but will i get the student visa in that case ???
 
You can still qualify for a study permit even with the work permit refusal. Make sure you provide evidence that shows you have strong ties to your home country and have no plans on remaining in Canada long term. The fact you previously applied for a work permit may mean you have to work harder (provide more convincing evidence) that you are a genuine student and will return home at the end of your studies.
