Some people told me average application include 1 main applicant plus 4 dependents. If that is the case, for 3000 applications per month selected we will have 15,000 deducted from quota. Given that quota is 250,000, then CIC need to issue at least 4100 ITA a month. So far they only issued about 4000 ITAs for 3 months!

You ask a good question though. Most people assume that the targets refer to principal applicants only, but I have not seen conclusive proof on the official CIC website that this is the case.

If anyone has verified information, please post it here.
