I am planning to move to Canada to fulfill my PR obligations. My wife, who got PR with me will stay back in the US as her green card is still under process. My question is-
since she will loose her PR for non-fulfillment of obligations, can she reapply at a later point as my family?

Yes - you can sponsor her for PR at a later date.

In that case will she have to wait till I get citizenship? Or can I sponsor as a permenant resident?

First thing, she doesn't instantly lose her PR for not meeting the requirements. When she is ready to return to Canada, she can return and if she is not reported for being in breach of the RO (residency obligation), she would be able to put her PR status back in good standing by staying for 730 days at which time she can apply to renew her PR card without a problem. However, staying in Canada that long could cause her to lose the green card though.

If she did get reported and if she lost her PR, you could sponsor her again and if it comes to that, you do not have to be a citizen. You can sponsor as a PR but you must be living in Canada yourself during the sponsorship process.

If you are considering the sponsorship options there are some fairly specific requirements set for sponsors, so make sure that you could meet these requirements, before relying on this options.
