Hi,

I am a Canadian Citizen living abroad since 2009. Before leaving Canada, I had my residency in Quebec (the only ties with Quebec was payment of income tax, healthcare card, driving license, and my friend's mailing address. I do not have business or own a house or have a registered vehicle or dependents in Quebec).

I read that I can sponsor my wife, while I a living abroad, if i show that i will live in Canada once my wife becomes a permanent resident of Canada. I am now preparing documents to sponsor my wife.

My question: Can I sponsor my wife to Ontario, knowing that I plan to live in Ontario once i return to Canada OR i must sponsor my wife to Quebec.

Not necessarily. You can decide to live anywhere you so desire in Canada. Its up to you

The question is not about me. It is about my wife. Can i sponsor her to live in Ontario or i must sponsor her to live in Quebec.

You can sponsor her to any province in Canada, just indicate where you plan to live. If you plan to live in Quebec, you'll have to do the Quebec-specific stuff.
 
What you should be more worried about is proving that you plan on moving back to Canada after such a long absence. You need quite a lot of proof.

Thanks canuck for this kind note. I plan to show that i have enough money to support my family (wife, myself, and kids). I hope this will be enough as i guess all what IRCC wants is to make sure my wife will not ask for social assistance. I hope the best.

It's actually quite a bit more involved than that since you are living outside of Canada and have been for a while. You need to submit evidence with your application to prove you are going to relocate back to Canada to live here once your spouse's PR application is approved. IRCC will want to see concrete evidnece you will relocate such as property ownership in Canada (or plans to buy property or rent or live with someone), job offers in Canada or proof of contact with employers in Canada, bank / savings accounts in Canada, etc. Start looking into this now since your application will not be approved without this kind of supporting documentation.

Things like resignation from current employment, seeling current home, secured housing and employment in Canada, arranging shipping of personal goods, etc. As previously said because many never relocated the burden of proof has become very high.

You need more than a deposit in your Canadian account. Something like securing a rental property and proving that you have paid your first and last month’s rent would be proof. Going to Canada in advance to secure a rental and attend job interviews would be good proof.
 
Securing a rental property is not realistic, You would have to pay rent for a year or longer while the app is being processed. I applied while out of the country and didn't do that. If you have a place to live with friends or family once you get here until settled get a letter from them to that effect. You can start conversations with real estate agents looking at properties where you might settle. Search Kijiji etc for rental places and keep copies of your search. Make this an ongoing thing while your app is in process if they ask for more proof.

Thanks Canada2020eh. You are right "renting a property for one year while the app is being processed is not good for my finance". I have a friend in Ontario who own a house, i will see if he has a free space for my small family. Thanks

Of course, the system has to protect itself from those who might never relocate. In my case, i plan to reallocate. I cannot resign now because if i resign now and IRCC refuses the application, i will be in bad situation. But i can write in the letter that i will resign as soon as they approve my wife application. Hope this will work.

Didn’t say apply for a year. I meant near the end of the process. Many spouses move ahead of their families to get employed, find housing, etc. They then submit that information via webform.
