Yes - regular spouse sponsorship application. It should take 4-8 months for the PR application to be process. Once she is a PR and has live in Canada for several years, she will qualify to apply for citizenship.

She will need to apply for an "eTA" which is an electronic travel authorization. Her Green card makes her eligible for this. It's a 10 minute online application, costs $7, and is approved online usually within minutes.
Once she has an eTA she can fly to Canada with her Green card.
