Hi guys, I am eligible for both CEC and Skilled worker (one year work experience as research technician in Canada, master's degree here in Canada), but the job offer does not give me additional 600 points. Is LMIA required if I wanna the 600 points?

There are several ways to increase your CRS:
1. Apply for PNP certificate asap, which will add 600 CRS, if you're not based in Alberta nor Manitoba.
2. Work for another year, or two, by then your experience in Canada will be 2-3 years and will add 25 CRS for cumulative Canadian experience. When you get to 450 - 500 you *might* have a chance without LMIA or PNP.
3. Increase English test score if you're not a native speaker.

Ontario stopped sending Notifications of Interest (NOIs) for the OINP Human Capital Priorities (Express Entry) stream effective February 16, 2016.
from what i have seen foreign workers have really benefit from LMIA option as opposed to PGWP holders.
With valid permanent full time job offer ,i think 600 points should be given. Also, there should be more points who stayed longer in Canada.
It used to be very international student friendly immigration system ,not anymore.(specifically Federal immigration programs)
