Can one not apply for jobs or go to Quebec, if one lands in Toronto Canada through FSW ?

FSW seems to be the "federal" program. The perception I have of FSW is that with it, I can apply for work anywhere inside Canada. And can go there to do the job as well ?

Of course you can apply for a job in Quebec once you are in Canada.
Nothing can stop you from doing so. Though employers might may desire to see French on your CV, which may affect your application if you can't show.
You may run into some problems if you are a new immigrant moving to Quebec. First of all, you do not have the CSQ which means, you won't qualify for Quebec benefits like reduced tuition. You may find it impossible to obtain a Quebec RAMQ card too. Unless you are born in Canada or Quebec, the CSQ is a very important piece of paper in Quebec for immigrants. While the federal government provides some services, a lot of day-to-day services are provided by the province. i.e. education, healthcare, social benefits, driving licence, housing benefits etc...
Canadians born outside of Quebec can't claim benefits until after a certain cooling period and pay a higher rate of tuition than Quebekers at university.
So unless you are well established in Canada, there isn't a reason to move to Quebec. But again, if you are well established, why would you move to Quebec? Where the climate, language and culture are so different. As a new immigrant, you have got so many things to worry about, why would you move to Quebec without preparing for it beforehand? The least of which is your ability in speaking French?
