How long did it take for them to be approved? It sounds like a lot of mailing time in between which would be minimized if all the forms were sent together at once.
To everyone applying outland, the CIC website specifically advises that:
After the person you are sponsoring has filled out all the sponsorship, immigration and region specific forms, they must send them to you with the supporting documents.
Once the all forms are properly filled out and all supporting documents are gathered, you must send the complete application kit to the Case Processing Centre.

If you do not send the sponsorship and immigration applications together or these are not completed correctly, the Case Processing Centre will not process them. They will return the applications to you (the sponsor.)

Whenever in doubt, read the forms and do as they say to minimize any chances of PRV denial. These are the rules and they are in place for a reason. I would not advise anyone to take chances on what other people may have done or say that goes against what is written in the forms and guides.
