I am canadian. my wife is from the philippines. We both work as seafarers. We plan to live in canada once her application is approved.

Can we choose where to send our application or does it have to be sent to the philippines?

Assuming she lives in Phili and you live in Canada ( by resident status )
You send the application to CPC Miss for sponsorship, they approve, then the PR is processed in Phili.
