Did you try Walmart a second time, they can definitely do it. The staff memeber might have just been not as experienced.
 
They can only do a 2" x 2" picture, I ask if they can alter the passport template to accomodate a 35mm by 45mm picture and they say no.

Are Canadian citizenship photo spec's the same as Canadian PR spec's? I don't know that they are and I strongly suggest that you not try to take your own photo!

When I had mine taken, the photographer (that does this a lot) had to try 3 times to get my face `framed' properly!

Have you called any local camera shops (like you find in most malls)? They might be better equipped to do this for you.
 
ya Pongo according to that site, 35mm x 45mm is what they are taking/using.
 
I JUST got off the phone of the Post Office where they do passports, I asked is there any way to alter the picture template for passports to do a 35mmx45mm for permanent residency she said "no, the program is automatically set up to only do 2 inch by 2 inch"
 
Where do you live? Can you drive somewhere where there is a Shopper's Drugmart or London drugs or something on the weekend???
 
we have called over 10 places...all full dingleberries and cannot do a 35mm x 45mm picture. Professional photographers included...

I wish I was joking.
 
Live in a small town...the only places we have is walmart, cvs, post office, all that do passport pictures, and individual photographers that are "professionals" all cannot do it.

Its really hard to change a pic thats 2x2 inches down to 1 3/8 x 1 3/4 inches...
 
maybe u can take photo on Walmart and cut the size (35mm X 45mm) by yourself. I took photo on costco, they just use a small machine (look like garlic presser) to cut the photo.
 
Maybe you can drive to the closest big city?
This is something too serious, so I advise you not to take your own picture or send another size.
Drive to a bigger city even if it's not fun.
 
ravcat - where are you located? As noverbre2013 suggested, it might be best to simply take a trip to a larger city to get this done. Getting a proper picture taken is very important and while the trip may eat up some time, so is hunting around for a place in your area that can do a proper picture,

It's NOT simply the size of the photo, but rather the scale of the image (and dimensions) of the subject in the photo as well. It's also the proper positioning of the person's face too!
 
Do they do family pictures at that location? If so then they should be able to do immigration photos as per the appendix. It is possible for them to take the photo at passport size and convert it down to what is needed by using their computer system. Seems to me this location just does not want to help you out or they really do not know how to set things up.

Like it has been stated already it may be time to take a trip to the closest largest city to have them taken correctly.
