So the answer is no. He does not meet the language requirements there and wont be given a regular acceptance letter. He might be able to get a conditional acceptance letter if he arranges with the college.
Then, they can issue him 2 acceptance letters, one for language course, and the other for a regular full time study program after he finishes his English language program successfully.
