Where is the online portal for non-express entry Ontario applications?

Hey, so I know if you get a nomination from Ontario and apply for PR, it's the paper-based process. However, this was recently announced:

On March 31, 2021, IRCC launched an online permanent residence application portal enabling applicants who apply for select economic permanent resident programs to submit their applications online. These programs include

1. Non-Express Entry (base) Provincial Nominee Program

But I see nothing on the website regarding this portal nor is the website updated with this new method: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees.html
