How the 5000 cap is calculated? They count the applications filed or they are adding up number of persons sponsored + dependents in each file?

5000 applications. CIC estimates that will be around 9,000 applicants/dependents sponsored.
 
Also CIC says they allowing 20,000 PGP this year.. that doesn't mean 20,000 applications its 20,000 PR for PGP !! so it's around 10 -12 k applications.

You've misunderstood that statistic. This refers to the number of people who will be granted visas this year under PGP - not the number of applications that will be accepted. There are still thousands of pre-2014 applicants waiting for their visas to be issued.

Then I don't understand your question. Can you clarify what you are asking?

Yes - CIC will approve 20,000 PR visas for PGP this year. And yes - that's probably somewhere around 10-12K applications.

Also, 5,000 new applications will be accepted this year (this cap has already been reached). These 5K applications represent around 9K applicants.

Bad luck for me. Mine application reached second time on 28th jan. It was too late. anyway next year I will have
2011,12,13 income to show on NOA.

If the CSQ is valid for 3 years than it would make sense the applications are processed before CSQ expires, unless the VOs are asking the sponsors to re-do CSQ if expired, just like they ask for new medicals, new pcc etc.

the processing of quebec sponsors differ mainly on the income. As Quebec sponsor we dont need to submit any income proof, noc to prove minimum income. The financial evaluation forms are not required for us. once CIC verifies sponsor eligibility by checking if we are eligible (like no fraud sponsorship earlier, no prev sponsor filed for govt aid etc) and then its Ministry of quebec who does financial evaluation. The minimum income table for quebec is different from other province. As mentioned the CSQ has a expiry date and CIC needs to issue visa before the expiry date of CIC. That might be the reason few ppl got ...saying that there are cases for whom 3 years duration of CSQ expired and CIC requested for fresh CSQ and micc says they need to apply again... so if you are a quebec sponsor...be careful with timelines and apply for CSQ accordingly.. difficult to judge... fingers crossed.

Why? You said your 2010 income did not meet LICO, so by CIC's rules you didn't qualify to apply in Jan 2014. So if you had your application accepted into the 5000 cap, then you would most likely have been rejected later on in 2015 or 2016 when they did sponsor approval, and you would have missed out on the chance to apply in those years. So after the rejection you would have had to apply in 2017.

Now you can apply in Jan 2015 with a truly qualifying application.

You are super lucky you weren't accepted into the cap this year.

I am posting it here as advised by another member.

5000 CAP reached for PGP. I believe my application will not make it in the 5000 as it reached on Jan 28th.

Will I get notification in Mail or Email.....

Will the Returns process start now - I mean - as it is nothing to do with content of the application rather the CAP is reached now...
