Can we send in my husbands "extension to stay as a visitor" request either: before we apply for PR, and just let them know we are planning to apply for PR, or along with the application package that we send in?

You have to apply for the extension at least 30 days before his current visa expires. It doesn't matter if you've already applied for PR or if you're still preparing your application. The extension to stay as a visitor has to be done online and can't be included in the PR application package

Send them separately. With the extension app, explain that you are applying for PR and include the fee receipt for the PR app as proof.

Though online is the easiest way, a visitor extension can be submitted by paper as well.

The comment that extension to stay as a visitor has to be done online is not entirely true. You can send in the extension to stay as a visitor form with the submitted sponsorship application form same time. We did that. My wife was able to get the 1 year extension on her stay.

They are actually supposed to be sent separately.

I'm guessing you applied inland. Even though Vegreville has different addresses for receiving inland PR apps and visitor apps, they are within the same building, so the first officer that opens the file can forward the extension app to the proper office within the building.

But for those applying outland, the sponsorship app must go to Mississauga, Ontario and the extension app to Vegreville, Alberta. If they are sent together to Mississauga, CIC will not mail the extension app to Vegreville, they will return it to the applicant.
