When should i apply for visa ? Any idea ?

i think after mid sept you can apply ???

However there is no hard and fast rule of that ,but three months earlier its advisable

recently i got resfuse of study visa and
the reason is
proposed program not reasonable in
light of past studies,acadmic
scores,langugage abilities as indicated
in documens and the vast
opportunities to do the program in
india at a far lesser cost
now i want to reapply my application
for visa for jan. intake and i
all ready pay my first semster fees in
august 2012 so i wanna know
that can i apply for studend visa
my educational bacground is
1) +12=70%
2) 1 year diploma of hotel
mangement
=66%
3) overall 6 bands in ielets
and i choose course colinary
mangement from georgian college
barrire campus

but i also want know that now canada make new for international student that should give 10000$ to a canadian bank for my living accomodation i think that is good idea but i want when i pay 10000$ then i should show any bank loan or liquid money for the study visa of jan. 2013

I think there is no fixed rule for this so From Mid September u can apply..
