when does cic starts to process OWP application?

First date would have been application of receipt. Just acknowledging that they received it. Most likely started working on it at the second date.
Where are you getting the dates from? Either way, if it is on the website, it means they are beginning to start looking at applciations after december 11th. If you received an email then they started processing yours in feb, like you mentioned above.
