Hi,

I know that minimum of 1095 days stay is required in Canada in last 4 years to be eligible to apply for Citizenship.

1. Can I apply with just say 1100 days (mere 5 more than what is minimum)? or to be on safer side its better to wait for few more days till you put your application? Does this have any impact on your application?
2. I know you can theortically leave Canada while your citizenship application is in progress. But I am wondering you still have to provide the Canadian address for communication or you can provide the USA address (if you r in USA)?
3. DO I Have to pass CELPIP test? I have completed M.Sc in engineering from the Canadian accredeted University. My education in India was in english (Transcripts etc.).

You can apply any day after completing 1095 days requirement. Make sure your calculation is correct. Providing a non-Canada mailing address during Citizenship process will NOT be a good idea since too many RQs are being issued with silly/no reasons. Indian degree/diploma will NOT fulfill the language requirement. The easier thing for you will be LINC. Contact any nearby LINC/YMCA office. If you have taken IELTS before, that can work for this purpose.

Not sure if someone can answer these questions:
1) Before becoming the PR of Canada, I was a foreign worker for almost 4 and a half year. I became PR on 23rd July 2013. When can I apply for citizenship?

Each day before PR will count as half day. Overall rule is 1095 days presence in 4 years to apply for citizenship.

Your Msc in engineering from a uni in Canada is good enough to satisfy their language requirements.
