Is OUTLAND still the best way to go?

I'm not from the US but I am from a visa-exempt country (eu).

What about the new pilot program for INLAND? will you get a work permit in less than a year through this?

Outland is still the best way to go in terms of time it takes to process. They do have some pilot program right now where inland applicants can start working before getting their complete PR application done, and I believe you have to apply to get that work permit, you don't get it automatically just because of the inland forms. Also with inland there is no right to appeal, which is a bit scary.
