I know it's pretty much a very complex for a senior to come to Canada as an Immigrant...

What would you recommend for them?

Are you asking about qualifying to apply for PR and being selected?

If so, it's pretty much a non-starter for those over 60 through economic immigration. Age disqualifies you from most programs.

The one viable path would be through family sponsorship if the person has adult children in Canada who are Canadian citizens or PRs.

Well, for any pathway really -- doesn't matter. Any path for them to move to Canada...

For example: would the study pathway be a good fit? because then they can receive the post graduate work permit... Not sure that they would have enough points for the study pathway for PR but the work permit can enable them to find a job and then maybe apply for the CEC pathway.

I think it will be difficult to get a study permit if you are 60+.

If you to get a study permit and then get a PGWP, and then get a year of Canadian work experience, it's impossible to say if you will have enough points to be selected under CEC. It's one thing to qualify. Many qualify. Qualifying doesn't mean you will be selected.

So you can try the study permit path, but there's absolutely no guarantee you'll be able to get PR at the end of it all. In my opinion study permit + CEC is not a realistic option.

Getting an approved study permit will be extremely difficult. They need to show career and education progression and higher pay to justify costs of education. Given age, people are considering retirement so IRCC will wonder how long person can work. Getting a skilled job at that age will be extremely difficult. Not sure would be eligible for PR.
Person would want to have a lot of funds for retirement because will not have government support.

Just to add you need a business plan, and show a plan to hire Canadians with an economic benefit. For the federal program, you need to work with a business incubator. For PNP, you need a high net worth, business plan, business experience etc. PNP doesn’t guarantee PR. You come on a work permit to set up business and if not successful, you may not get PR. Age still may factor in with starting a business at retirement age. Average is 64 in Canada.

They can also try their luck (assume their son or daughter or grandchild are eligible to enter the lottery for them).

Is there really a lottery for Canada?
For parent / grandparent sponsorship, yes, since only a limited number of sponsorships are accepted each year. The adult Canadian child (Canadian citizen or PR) is the one who enters the lottery and hopes to be selected. As said above, they also have to meet the minimum income requirements to qualify as a sponsor.
