Well, for any pathway really -- doesn't matter. Any path for them to move to Canada...
For example: would the study pathway be a good fit? because then they can receive the post graduate work permit... Not sure that they would have enough points for the study pathway for PR but the work permit can enable them to find a job and then maybe apply for the CEC pathway.

Getting an approved study permit will be extremely difficult. They need to show career and education progression and higher pay to justify costs of education. Given age, people are considering retirement so IRCC will wonder how long person can work. Getting a skilled job at that age will be extremely difficult. Not sure would be eligible for PR.Thank you dearly for the prompt response!

Just to add you need a business plan, and show a plan to hire Canadians with an economic benefit. For the federal program, you need to work with a business incubator. For PNP, you need a high net worth, business plan, business experience etc. PNP doesn’t guarantee PR. You come on a work permit to set up business and if not successful, you may not get PR. Age still may factor in with starting a business at retirement age. Average is 64 in Canada.There may be options if you are able to start a business in Canada. To qualify, you would need to have previous experience in running your own business and provide evidence of this. You would also need to have a significant net worth and also funds available to invest in a business in Canada.
