Its quite interesting to read the replies here. Just like that everybody is guessing the figure. We all are aware of the fact that 600 points is given to candidate who have been issued with either PNP or LMIA. Therefore, if 710 or 620 area the cut off points, you meant to say that candidates' actual points is only 110 or 20?

Such people will not even qualify to enter into the pool, unless of course they have PNP or LMIEA.

Eventually, this cut off will have to come down, under normal circumstances, do not think that one's CRS ranking will increase. Initially, they will clear off all the candidates with PNP & LMIA

this is my analysis:

last draw 818 points which means 600 of those were PNP or LMIA job offer, therefore the CRS score of candidates: 818-600= 218 points, you can not score lower than this even with a job offer or nomination,

therefore the 3rd draw will be in 2 days or by the end of this month will have the score of 500 points and above

We are forgetting the fact that many people must have had applied (LMIA Holders) after 2nd draw. If the magic number 779 is repeated then it will contain many LMIA Holders and cut off score may not fall dramatically

Secondly, guide me people if i am wrong. Holding a LMIA gives you 600 points so LMIA holders may not have evaluated their education credentials nor give the English Test (with great interest) thereby getting lower scores based on human factors

I think you are right sarmadnadeem, because I know some people applied with LMO, they didn't give much effort for ECA and higher english score. Because they knew , they have enough points. If they were imporve ECA & language points, they would get more than 1000. I would say it can't be possible some has only over 100 points without 600.
 
for CEC a year cycle is (april 2014-may 2015)(i guess) so if this is true then draws from may/june the scores will go dramatically down with people whose score is 400+.

if the score is some where 700-800 then how can a CEC person qualify 6.5 in all gives 100 score and year experience gives 35 and age gives lets say 90.

I think it might be CEC specific with minimum score over 500 and perhaps 2,000 ITAs.
