Mine took maybe 20-30 minutes. They looked over my b4, explained the rights/responsibilities of a PR to me, and had me sign the COPR, and stapled it to my passport. There was also a bit of paperwork for importing my car. Then they gave me a packet of information relevant to the province I was landing in--how to get a SIN number, how to qualify for healthcare, that sort of thing. Some of it wasn't relevant to me, as I landed in Ontario and am residing in Alberta, and it was all Ontario-specific. They also confirmed my mailing address so that they could send me the PR card. Overall, everyone was friendly and the landing process was pretty painless.
I was able to get my SIN number immediately, and you can work once you have a SIN. I was also able to transfer my driver's license right away (I'm from the US; if you're from somewhere else, there may be different rules) by showing my COPR/passport to prove I was in Canada legally, and also my rental agreement, to show that I was a resident of Alberta.
Note: They were only able to give me credit for about a year of driving history, as the license that I turned in to them had been issued about a year before and I did not have records of having a license prior to that, so I have a GDL
