then he / she will put in sealed envelope what I mean here it is same meaning like
sending university transcripts in sealed envelope or not
You need to get transcripts from University/College and they have their envelope and they seal, stamp and give it to you.
That is what you need i guess.
They seal and stamp the envelope.
when u mail ur package post office will seal an envelope, that what it is. it applies to regular postal mail. but if u send through courier like Fedex there will be no seal just their envelope
