Hello,
could you please explain what is the possible cause of the process delay in the visa office?
why people dealing with the same visa office have different time of processing their applications?
any reply will be much appreciated.

That is right Alison specially if a person had lived in several countries. Also if you forget to give them any documents they ask for. If there would be any criminal report in the family of the principal applicant could cause a delay. IF there is more then one person sponsored.

In our case there's no criminal records and any stay in visited countries was no longer than 3 months.
two dependents in the application are no older than 10 years old.
and we submitted all the documents according to the checklist.
what else could be a possible cause?

They could have questions about genuineness of relationship for spousal sponsorships that can lead to an interview, thus a delay in processing. It depends on the type of application and the overseas mission where it's being processed. You should order CAIPS notes if you feel your application is taking an extraordinary amount of time.

in our visa offices they usually do not do interviews, but anything can happen. but if they what to have interview why not to contact us directly?

just one more question - I am the one who has a court decision about complete custody of both my kids. Their father has lost his rights according that court decision. Can it be a reason of delay too, as he is a citizen of a different country - he is US citizen while I am from Europe?

It could be that they are being extra careful. CIC will NOT interfer in custody issues regarding children so everything must be explicitly clear regarding custody and access and who has rights to what. Which embassy is processing your application? And what is your AOR date?

AOR date is 4th of August, but according to trackitt.com, all mentioned there cases were finalized (together with interview) within 8 weeks.

I can only guess that you are talking about New Delhi. That's the only office I know that would be done so quickly. I just took a look and I see a number of cases still pending from July and August (and even May). I don't really think waiting 2.5 months is reason to worry.

Whichever office that you are talking about, the cases that you are comparing your case to most likely were just straightforward spousal cases. With 2 dependent children who are not your partner's, they will be extra cautious.

Otherwise, maybe it has to do with how much proof you submitted of your relationship. You mentioned submitting all the documents which is great, but if you didn't submit sufficient proof, then they may be taking extra time to verify things.

It's really hard to guess without much detail unfortunately. But I really don't think you should be concerned at this point.
