My husand and I are US citizens and are semi-retired. Once we are fully retired, we are considering moving to Canada. Can you tell me what is required to become full-time residents/citizens of Canada? Thanks

Before you can become citizens - you must become permanent residents first.

The options for obtaining permanent residency are outlined here:

http://www.cic.gc.ca/english/immigrate/index.asp

Unfortunately there is no retirement class. To immigrate, you would have to qualify, apply and be accepted through one of the immigration streams outlined in the link above (e.g. skilled worker, investor, etc.).
