this does not matter how much financial u r showing,,, matter is how your are putting them in front of VO.. i mean to say how u r presenting yourself in front of VO... embassy is not so much free to cross verify your every info.. so your documents will speak about ur credibility an genuineness ,,, you have to prove VO that u r the right candidate to get the Canadian student Visa.. that is the place (VO) where u have to prove ur self...

there is not hard & fast rules and obligation from CIC that if u will apply for college then hey applicants we will refuse ur application in first shoot without looking inside ur file what u have attached.. ha ha
applying in College/ Uni. depends on your sis need, requirements, ur family financial conditions, ur sis academic capacity and strength, let me tell u in brief..\
college: easy to get offer letter in hand, less headache in securing the admission, very less admission requirements,,, same fee in coll. throughout Canada (vary CAD $ 13500- 14500 per annul), study is easy to handle , less lab, assignments, presentations are not full of headache, comparable cheap compare to good Canadian uni. except uni. in Ontario and BC which are highly costly specially for Masters and undergraduate.
if u complete 2 Year study in Canada, u will get 3 year PSWP (post study work permit), if completed 1 year (2 semester/ 3 semester) course in canada then u will get 1 year PSWP.
some courses in colleges are specially framed and they will polish your skills in particular your area of interest so if u like to gain knowledge in specific domain of ur study then sure go for college..

Bachelor is of 3 year and master is of 2 year. fee vary from province to province ... there is nothing like that CIC rules are different for different consulates and embassies throughout the world.. all type of Visa (it may be student visa, immigration, visitor , work) all come under refugee and protection act of Canada and rules applicable for all Canadian consulates and embassies where they are in India or Pak..
