first let me make clear in ur mind that outcome of the Visa approval depends on so many factors and no one can comment and tell u that ur sis will get visa or not and only ur sis can decide that what chances she has for visa approval.. when we come out from examination room (10th , 12th exam), only we know what we have done on question paper and only applicant knew very well that she/he will get passed in exam and if she has given answers according to question asked in exam,,, so why examiner/ checker will make him/her in fail list... same case is with your question...

so let come to the point...

this does not matter how much financial u r showing,,, matter is how your are putting them in front of VO.. i mean to say how u r presenting yourself in front of VO... embassy is not so much free to cross verify your every info.. so your documents will speak about ur credibility an genuineness ,,, you have to prove VO that u r the right candidate to get the Canadian student Visa.. that is the place (VO) where u have to prove ur self...

taking the advice is good but at the last u have to decide obey or not.. (got my point)...

so now come on other question that u should apply for Coll./ Uni..

there is not hard & fast rules and obligation from CIC that if u will apply for college then hey applicants we will refuse ur application in first shoot without looking inside ur file what u have attached.. ha ha

applying in College/ Uni. depends on your sis need, requirements, ur family financial conditions, ur sis academic capacity and strength, let me tell u in brief..\

college: easy to get offer letter in hand, less headache in securing the admission, very less admission requirements,,, same fee in coll. throughout Canada (vary CAD $ 13500- 14500 per annul), study is easy to handle , less lab, assignments, presentations are not full of headache, comparable cheap compare to good Canadian uni. except uni. in Ontario and BC which are highly costly specially for Masters and undergraduate.
if u complete 2 Year study in Canada, u will get 3 year PSWP (post study work permit), if completed 1 year (2 semester/ 3 semester) course in canada then u will get 1 year PSWP.

some courses in colleges are specially framed and they will polish your skills in particular your area of interest so if u like to gain knowledge in specific domain of ur study then sure go for college..

Uni: admission is very tough, highly competitive in Medicine , engineering, management and specialist science courses. Bachelor is of 3 year and master is of 2 year. fee vary from province to province ... Ontario provincial uni are at the top in cost.. then BC .. then Alberta...then New Brunswick.. then Quebec.. then Saskatchewan & Manitoba ... then least expensive uni is memorial uni in New found land...

there is nothing like that CIC rules are different for different consulates and embassies throughout the world.. all type of Visa (it may be student visa, immigration, visitor , work) all come under refugee and protection act of Canada and rules applicable for all Canadian consulates and embassies where they are in India or Pak..

so for exact comments on your sis case kindly reveal the info in detail like :

her past qualification.
IELTS Score
Financial capacity
work experience (if any)
study gap (if any)

i dont think getting admission would be a problem. especially if she meets the requirements.

how ever study permit is another story. still its not impossible for both of them... as long as they apply seperately.

keep all the needed documents ready and be able to prove they will return back... they should be good then...

are they going for 1 yr or 2 yr course?

Correction here - Bachelors degree all over canada is 4 years not 3.

Since my older sister have done ACCA I am thinking she shouldn't go for 3 years diploma or even 4 years bachelors degree because CIC consider ACCA to be equivalent undergraduate level right? And they will think why is she doing it again?

So I am thinking of 2 year Ontario graduate certificate for her from Humber College.

My little sister is still doing A levels so I guess we should wait until she is done and then register her in 3 years advanced diploma at Sheridan c

don't go for humber college, go for seneca college.

why whats wrong with humber?

Aren't all these college Sheridan, humber, Seneca come under same board? Same courses.......same text books?

Buddy your idea about 2 year diploma or graduate certificate is good plus for your younger sister i would recommend a 4 year degree from college rather than 3 year - it is more recognized plus she can do masters later with that easily..
In your case college and admission is not an issue - so dont spend too much time on this - rather think about study permit application once admission ielts and everything is done....
Your major difficulty will be study permit....since you are already in canada plus both your sisters want to come to canada - clearly shows none of you have intention of leaving - making stronger ties in canada. You will have a hard time reasoning with the VO.
Deal with this first then think of other things.

humber's reputation and education has gone down dramatically and on the other hand seneca has become one of the best college in canada. That's a good thought going on there you should send your sisters on a short course in a college and once they get the PR then they can go to any of the top universities in canada and pay less then half the fee. In college you can transfer your credits to several universities and continue your education, like if your sister do the 3 years advanced diploma she can finish it in 2 years without any breaks and then get the PR. she will probably sit in the 3rd year of a bachelor's degree depending on her grades in college.
