Quite possible. Have you been to university? Open book exams are quite common. It's not as easy as you think to lookup answers in a short time.

Why would you even bring it up then? Lol. It is effectively the same as combining the test in to the interview. You can call it 2 steps if it makes you happy.

There is a consulting certification called SAP ... The exam is online and the company ''SAP'' has a technology to see if your webcam is open and if you are sharing your screen with someone and if you are opening a browser....
If a private company has this technology, why the government couldn't ?
