If you are a Canadian citizen then you are free to live with your husband outside of Canada while the application is being processed. However you do have to include proof with the application that you have plans to relocated to Canada once your husband's PR status has been approved.

If you are a permanent resident, then you must be living in Canada in order to qualify as a sponsor.

(Scylla beat me to it, but I'll post anyhow.)

Are you a citizen? If you are a citizen, you may continue to live abroad with him and file an outland application (it seems you have to file outland, in any case, because your husband can't get a visitor visa). You will have to provide proof to CIC that you plan to resettle in Canada. If you are a permanent resident, however, you must live in Canada for the duraction of the outland PR application for your husband (visits outside of Canada are okay, but you must reside in Canada).

many people in the same situation at yourself provide a detailed plan of intentions as well as supporting letters from family saying they are willing to help with a place to stay or paying bills until you are on your feet.
