WES Transcripts submission in Person or by Post ?

I have received my transcripts from India. How should I submit the transcripts to WES ? Can I go in person and submit OR by Post ? Which one is acceptable ?

One of my friends in Toronto tried. His office is in the same postal code as WES, but they didn't accept. They accept only by post apparently.
