I did the same. Got my transcript sent by someone at the university from the university post office, but still it got rejected stating the same reason that they have not been sent direct;y by the university. MDU has refused to send it internationally. Now i dont know what to do.
What was the Sender mentioned as? There's a good likelihood that the person sending it used their name in it.

I faced the same issue for college admission when the transcripts i sent were not accepted. Fortunately my college in India had enclosed transcripts in an envelope with university seal on the front top left and registrars printed address on front bottom left. There were four stamps and signatures on the back where the envelope flaps close. Since I stay here in us, I asked to get the WES address with ref number printed and pasted as receiver on the front of envelope. The courier guy suggested that he will send it to his branch thats near my college and they can send it to wes without any envelope or stickers or marking on it. WES accepted it.

I was following this thread for input. All you have to do is print the address of wes with ref number if your college has the same format as mine.

When I applied from USA they did not ask me anything.
I sent my old transcript from University.
It was not sealed or signed

My bachelor's I sent them from jntu. Bachelors was signed and sealed.
No questions asked I got my wes done

Hi guys, I completed both ug and pg in Hindustan institution of technology and science (to be deemed University) I approached my college yesterday. They aware of Wes and asked me to fill academic request form but they say they will attest if I bring my certificate and consolidated Mark sheet and denying to enclose transcript in college envelope ..they advice me to simply put transcript in courier a4 envelope and ask me to post from nearest post office from college with University from address.

I had also called WES a few weeks ago but didn't get a response anywhere near this.
It's hard for me to believe that they check for the seal on the Fedex/DHL envelope instead the college envelope to decide who sent it.
I hope this is true as this time luckily I have directly sent the envelope I received from college and didn't put it in any external envelope.
The DTDC guy stapled the shipping paper directly to this envelope. I have written the sender as "Registrar, Address of College".
Let's see what happens. I'll update as soon as i know something. Hoping that third time's the charm.

That's strange. I don't see any reason why they won't provide a college envelope to send your transcripts. Can you try telling them that you spoke with the customer care from WES and that they informed that they prefer the College Envelope. Also, WES needs the envelope to be sealed (not with tape) and it has to be signed and stamped by the university.

Simply, there's no way you can send it by any envelope without the university stamping it. If your University is willing to affix their seal and stamp on the envelope that you bring, then I see no issues with it. Just make sure when you courier it you mark the sender as "Registrar, <Your University address>"

Woah.. That's quite something. First of all, check if your college has autonomous status by checking here --> https://www.ugc.ac.in/oldpdf/colleges/autonomous_colleges-list.pdf
If it is, then don't worry you can keep the Sender as your college address itself. If not, I'd advise you contact the customer service in WES. Their working hours are from 9 AM to 5 PM EST - so call accordingly (preferably after 10 pm IST).

Finally after my third attempt my docs were accepted.
Here's exactly what I did.

1) I had the sealed envelope containing the marksheets.
2) The envelope contained 7 individual semester marksheets out of 8, consolidated marksheet with 8 tables containing grades and CGPAs of all semesters and a copy of the back side of the consolidated marksheet, which basically explains why there are only 7 individual semester marksheets. (because after 8th semester we are given the consolidated marksheet which supersedes all previously given marksheets).
3) So total 9 papers inside the envelope. 7 individual marksheets, 1 consolidated marksheet and 1 explaining why 8th sem individual marksheet is not there.
4) All 9 were black and white xerox copies, NOT ORIGINALS. Each copy was attested and signed by Registrar.
5) I'm pretty sure individual semester marksheets are not required but i sent them anyway. If ur college doesn't give them its ok i think.
6) Envelope had the college logo and address in the front.
7) Envelope was sealed at the back with the stamp on the back flap.
8) My college is not on the autonomous list. They conduct their own exams.
7) My college is somewhere else and I live work in a different city. I didn't want to go all the way to college again to post docs to WES. So I just walked to a DTDC shop near my house.
8) DTDC guy gave 2 options : 2200/- (they only deliver it, 6 business days) and 2700/- (tie up with DHL, 3 business days)
9) I went with 2700/- option. My docs reached within 3 business days.
10) Don't put ur sealed envelope in any other courier's own envelope.
11) DTDC staples the shipping label (a paper with package details in it) to the envelope.
12) In the shipping label i wrote sender address exactly as "Registrar, Address of my college".
13) I was asked to sign on the shipping label. I found out the name of the Registrar and just signed as him and sent.
14) I had already sent my degree certificate so didn't include it this time.

This is it. Follow this and I don't see why ur docs will get rejected.
JNTU students, ANNA University students regularly do this as their colleges don't send docs.
Make sure u don't break the envelope seal. Don't tamper with envelope.
Don't put the sealed envelope in an other envelope.
Don't mention any personal details on the envelope or the shipping label and ull be fine.

I'm waiting for my evaluation report now. Will take 20 more days.

Hey thanks for replying mate, after little research I found out my college https://www.hindustanuniv.ac.in/accreditation.php was under autonomous from 08-09 now it simply state's "deemed to be University" anyhow I have sent mail to Wes for clarification, I ll share their reply with you guys...I hope these conversations would help someone studied in deemed University like me

My University (MDU, Rohtak) also denied point blank. Some sensible officer in the Registrar's office opined that it is not a question of a simple one line change...it is an entire process change because they will have to create provision in their application forms (online and/or offline versions) to first add the fields to capture the Address and WES Reference Numbers (to where the transcripts will have to be sent) plus they will have to calculate & apply fee increase to accommodate courier + additional service charges. Also, International couriers from India require KYC, i.e. an ID proof has to be attached of the sender (whose will it be, I don't know). Most of the Universities do not have an International Courier Policy. The University will have to make several such changes. All these changes take time and require procedural approvals after deliberations at higher levels. No University will do whimsical changes just because some particular Company in some corner of the world has changed its policies.

Update-1: I raised this issue with WES Customer Care 3 days back and they came back with the reply as follows (sic):
"Thank you for your inquiry.
You can leave your file open as long as necessary for the university to send us the required documents. Unfortunately the only other option is to drop the credential from your application.
Since the university was already attesting and sealing marks, hopefully they will shortly come up with a plan on sending those sealed envelopes.
Thank you for your patience,
WES Customer Service"

Update-2: After seeing the above response, I realised that it is no good use wasting time with them. I have cancelled my application with WES today and have asked for a refund of my fees. Their FAQs on refund state that they will deduct CAD 50, which is fine. I'd rather choose one of the other ECA evaluators who are mWore sensible with their policies.
Hi Heman, what did you write to WES for cancellation? I also went to MDU last month and they have simply denied sending the documents. Thanks for the information.

"please send marksheet"? i'm sure the reason from WES would have been more specific.
what exactly did WES say? were ur marksheets not enclosed within the sealed envelope?

if the courier fellas ask u to sign then sign somewhere on the shipping paper then sign as "name of ur registrar", else do nothing.
i'm not claiming that this guarantees WES acceptance. It is just what I have done after talking to JNTU people who have done the same and somehow got their docs accepted.
i'm still awaiting an update from WES.
