WES after 2018

I heard,A per new changes on Dec 2018 in wes, only education institutions have to send transcript to wes. If that is the case, how can i send transcript for bachelor and master degree ..because i did studies in different University. pls help me

Please help me with one question ,
As I am going to apply for WES and I have completed my bachelor's of architecture which is of 5 years in India.
I have my completed 1st year from different University and then I migrated to different University where I have completed my rest of the years. My question is ,
Do I need to submit transcript from both the universities or the university from where I have received my degree.
