Whoever is the sponsor is finanically responsible for partner/spouse for three years, as far as I understand the sponsored person is not eligible to claim welfare during this time. I dont know how it would affect an application if the sponsor goes on welfare while the process is ongoing. Maybe more senior members will have an idea about this.

If you read the Guide 3900 then CIC Missisauga evaluate the sponsor ability to support the spouse ie look at that sponsor is in disability or not. Afterward they send the file to concerned Visa Office where they assess the Applicant. Once the sponsor is approve and send to VO then they can not take it back on welfare ground. Best would be to consult a lawyer.

By taking welfare benefits, you will be deviating from your own promise while sponsoring someone and the result will be obviously negative at the end.
 
If the sponsor goes on welfare and the visa officer processing the file finds out, the pr application will be refused. The visa officer has to be satisfied that the couple can support themselves once the pr lands in Canada. Now, if the applicant can support both once in Canada, that might be good enough for the visa officer. But I would suggest the applicant send money to support the sponsor rather than the sponsor go on welfare.

Not true. They can certainly still refused the application because the applicant goes on welfare after they are approved as a sponsor.
