WEIRD behavior from Passport Canada agent, is this normal?

I did not know anyone close who is a Canadian citizen (Guarantor).
So provided 4 references who were permanent residents.

it is either 1 guarantor and 2 references OR 4 references and yes they do call everyone and they ask about even how you know exactly this person from which year, job position etc,
